- A decline in HIV transmission, reflected in low HIV prevalence among young people who use drugs (PWUD) and a very small proportion of PWUD among newly diagnosed HIV-positive cases and AIDS cases. - High prevalence of HCV among DUs. - Persistence of high-risk behaviors regarding HIV and HCV (sharing of syringes, small injection equipment, and crack pipes, etc.). - A population characterized by precarious living conditions. - Impact of harm reduction policies.
