Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, formed through the merger of several public institutions and established by Ordinance 2016-246 of April 15, 2016, the agency works to promote public health. As a scientific, expert, and public health safety agency, its missions include:
- Epidemiological observation and surveillance of the health status of the population;
- Monitoring health risks threatening the population;
- Promoting health and reducing health risks;
- Developing prevention and health education;
- Preparation for and response to health threats, alerts, and crises;
- Issuing public health alerts.
The agency is organized into 12 departments—some scientific, some cross-functional, and some providing operational support.
The agency’s strategic priorities and work program, established by its Board
of Directors, are organized into three areas: Strengthening the capacity for anticipation and rapid response to health threats; Measuring and assessing the extent of diseases and risk factors to guide their prevention and control; Strengthening the health impact of all public policies and the prevention and promotion of health.

Responsibilities
Development of an institutional value-creation strategy:
- Analyze the potential uses of the algorithm and define an institutional value-creation strategy tailored to various deployment scenarios.
- Develop messages, talking points, and materials to translate scientific findings into information useful for public decision-making.
- Contribute to the implementation of the strategy: prepare letters, memos, presentation materials, engage with relevant public stakeholders, and monitor the progress of initiatives undertaken, etc.
Mapping and Engaging Institutional Stakeholders:
- Identify and map relevant stakeholders, decision-making levels, and institutional channels at the national, regional, and local levels; propose appropriate engagement strategies.
Evaluation of dissemination and promotion efforts:
- Define an evaluation strategy specifying objectives, evaluation questions, criteria, indicators, data sources, and data collection methods, tailored to different audiences and deployment scenarios.
- Establish tools for monitoring and stakeholder feedback, analyze the results, and identify the drivers, barriers, and adjustments needed to improve the information dissemination process.
Implementation, Monitoring, and European Valorization:
- Participate in reporting on dissemination activities to partners of the European Joint Action JACARDI.
- Contribute, depending on the project’s progress, to the drafting of scientific articles and the preparation of conference presentations.
The scope and operational details of the strategy may be refined during the internship depending on the project’s progress and the conditions for deploying the algorithm.
Activities
- Literature review focused on public policies for diabetes prevention and screening, and on methods for transferring knowledge to inform public decision-making.
- Development of a strategy for institutional promotion of the indicator, taking into account various deployment scenarios.
- Mapping of relevant decision-makers, government agencies, local authorities, organizations, and institutional intermediaries at the national, regional, and local levels.
- Design and implementation of promotion tools tailored to the target audiences: position papers, summary notes, letters, presentation materials, and decision-support tools.
- Design of tools for evaluating and analyzing feedback from targeted stakeholders and formulation of recommendations for adjusting the strategy.
- Monitoring outreach activities and contributing to reporting to JACARDI.
