Application Guidelines

The application package must include:

  • a cover letter including your professional and personal contact information, an email address, and a cell phone number;

  • a resume;

  • a list of works/publications from the past 5 years;

  • a public declaration of interest to be completed on the DPI SANTE ministerial portal.

Only complete applications will be considered.

The selection of applications for the BEH Editorial Board will be based on the information provided in the cover letter, the candidates’ alignment with the sought-after skills, an analysis of conflicts of interest, and the necessary multidisciplinary and diverse composition of the group to address all areas of public health covered by the BEH.

Please note: in accordance with the best practices for preventing conflicts of interest in effect at Santé publique France, participation on industry boards and the receipt of personal compensation from industry entities within the committee’s scope of work constitute a conflict of interest that is incompatible with appointment to the committee.

Declarations of interest will be reviewed by the Internal Ethics Committee of Santé publique France.

Candidates will be informed of the outcome of the review of their application via email from the committee’s secretariat.

Members will be appointed by decision of the Director General of Santé publique France; the declarations of interests of the members of the BEH Editorial Board are published on the DPI SANTE portal.

The composition of the committee is published on the Agency’s website. Members of the Scientific Council, the Ethics and Professional Conduct Committee, and the Steering and Dialogue Committee of Santé publique France are not eligible to apply.

The National Public Health Agency, established by Order No. 2016-462 of April 14, 2016, is a public administrative agency under the supervision of the Ministry of Health.

The BEH is a peer-reviewed journal published by Santé publique France, which publishes articles submitted by all stakeholders in the national public health network.

Published Works

The BEH publishes work that supports decision-making and action in public health. This primarily includes results from surveillance, investigations, epidemiological surveys, or risk assessments based on quantitative data. Occasionally, it may include quantitative or qualitative data from other disciplines (such as sociology), when such data provides additional insight.
Other types of work (literature reviews, action evaluations, descriptions of programs or surveillance systems, etc.) may also be accepted by the Editorial Board, particularly for special issues.

Submitted works must pertain to public health in France: while not necessarily of national scope, their relevance or exemplary nature for the national level will be considered. Data concerning other countries may be published, provided they are of public health interest to France, either in terms of impact or for comparative purposes.

Issues are:

  • either “regular” issues, composed of articles submitted spontaneously;

  • or thematic issues, designed by one or more coordinators, with a table of contents discussed and approved by the Editorial Board. The components of these issues (articles, perspectives, editorials, features, etc.) are solicited from authors by the coordinator;

  • or special issues (occasionally), whose content is not under the responsibility of the Editorial Board, but solely that of the publisher (Santé publique France). The articles published in these issues have not necessarily undergone double-blind peer review.

Target Audience

Healthcare professionals and public health stakeholders.

Articles published in the BEH enjoy high visibility. Distributed to nearly 21,000 subscribers—including physicians and healthcare professionals (over 50%), researchers, and epidemiologists—they are frequently cited in the general and medical press, enabling them to reach a wide audience.

Review Committee

All articles submitted to the BEH, including those in special issues, undergo anonymous peer review by two reviewers who are independent of the Editorial Board. Versions accepted following the peer review process are sent to the Editor-in-Chief for approval for publication.

The list of reviewers who contributed to this validation process is published annually in the BEH.

In order to comply with Santé publique France’s best practices for comitology, the BEH will establish a new editorial board.

This committee will consist of a total of 20 members, appointed by the Director General of Santé publique France, including 10 qualified individuals from outside Santé publique France, recruited through a public call for applications.

Committee members will serve in their personal capacity and therefore may not be replaced.

The expertise brought together on this committee must ensure the editorial direction and scientific quality of the content, as well as the consistency of the topics addressed and compliance with the ethical, legal, and regulatory provisions governing the studies presented.
This committee takes into account the diversity of schools of thought, approaches, analyses, and methods of field intervention across the various fields of public health epidemiology.

  • General Skills

    • Experience in publishing scientific articles;

    • Writing skills;

    • Ability to work collaboratively;

    • Experience participating in working groups

  • Specific Skills

    • Practical and/or scientific professional experience in public health: epidemiology in particular, but also infectious diseases, health crisis management, environmental impact, occupational health, etc., or in social or economic sciences in the field of public health.

    • Knowledge of recent publications in the relevant field and regular updating of this knowledge.

The editorial board helps define the journal’s editorial policy and direction, ensures the scientific quality of the content, and maintains consistency in the topics covered. It also ensures compliance with the ethical, legal, and regulatory requirements applicable to the studies submitted.

  • Committee members are asked to provide preliminary reviews: these are the initial assessments of the acceptability of manuscripts submitted to the BEH, prior to the peer-review process.

  • Members are also designated on a rotating basis as reviewers for manuscripts. They then issue reports (up to four) during the various stages of the critical review of articles, leading to their acceptance or rejection.

  • Members participate in Committee meetings, during which thematic issues are presented and discussed with the committee.

  • Members may be called upon to contribute to the journal’s development, its editorial direction, or its format (layout, enhancement of web content, etc.).

Committee members are appointed for a four-year term.

The BEH Editorial Board will meet no more than seven times a year in person at the Santé publique France site in Saint-Maurice, or via videoconference.

Members will sign a “Confidentiality and Commitment to Attend Meetings Agreement” and commit to attending meetings regularly and participating in the necessary drafting or proofreading work in between meetings.

Members will have access to information held by Santé publique France that is necessary for the requested work.

The Director General of Santé publique France will provide the resources necessary for the committee’s operation.

The scientific and administrative secretariat of this committee will be provided by the editorial staff of the BEH (Directorate of Communication and Dialogue with Society (DIRCOM), Scientific Outreach Unit of Santé publique France).

The committee may conduct hearings with any individual whose knowledge and experience are deemed necessary for its mission.

Travel and subsistence expenses are reimbursed in accordance with the terms and conditions applicable to civilian government employees.

Compensation for loss of income in the case of self-employed individuals, as well as compensation for time spent attending meetings and for work performed, will be provided in accordance with the schedule established by the Board of Directors of Santé publique France.
