Work-Related Illnesses in Alsace: A Summary of Results from 2007–2009

Program Overview The Occupational Disease Surveillance Program (MCP), implemented by the French Institute for Public Health Surveillance (InVS) and the Occupational Health Inspection (IMT) of the Regional Directorate for Enterprises, Competition, Consumer Affairs, Labor, and Employment (Direccte) Alsace, has been in place in the Alsace region since 2007, as in six other French regions: Pays de la Loire, Midi-Pyrénées, Poitou-Charentes, Provence-Alpes-Côte d'Azur, Franche-Comté, and Aquitaine. In 2008, the Centre region joined the program, followed in 2009 by the Limousin, Nord-Pas-de-Calais, and Picardy regions. Objectives This program has the following direct objectives: \b7 to estimate the prevalence of MCPs among the region’s working population, by sex, age, socio-professional category, and sector of activity, \b7 to describe the occupational exposure agents associated with the various pathologies. Indirectly, the MCP surveillance program also aims to encourage the reporting of these pathologies by occupational physicians outside the program’s designated data collection periods. Method The MCP program relies on a sentinel network of volunteer occupational physicians. Two consecutive weeks of data collection are generally organized every six months. These are the MCP fortnights during which physicians fill out a dashboard with the characteristics of all employees seen during visits, whether or not they present with an MCP. For each employee presenting with one or more MCPs, a case report form is completed. The physicians also provide their annual caseloads broken down by sector of activity. All data collection materials are returned to the IMT at the Direccte Alsace, which verifies the quality of the information submitted. The ORS Alsace enters all the data, which is then coded jointly by the IMT and the ORS. The ORS performs statistical analyses and drafts an analysis report, which is amended and validated by the IMT and the InVS.
