Mandatory Reporting of HIV and AIDS
The AIDS surveillance system, established in 1986, aims to describe the number and characteristics of individuals who have reached the most advanced stage of infection. Its procedures have been described previously (2,5). The annual number of AIDS case reports is estimated by taking into account reporting delays and underreporting (5). In 2007–2009, the completeness of AIDS case reporting was 67% in Upper Normandy (59% in France).
