By the end of 1999, nearly one in two French people aged 18 to 25 reported smoking, representing the highest smoking prevalence across all age groups. This smoking among young people can be understood as the establishment of the social reproduction of smoking or as a result of promotional activities by the tobacco industry, which, although heavily restricted by the Evin Law, may find ways to operate within the loopholes of the law. Regulatory measures to combat smoking have already been implemented or will need to be strengthened. However, these general measures must be accompanied by education and prevention initiatives targeting young people. As a result of the influx of the French population into post-baccalaureate education, approximately one-third of 18- to 25-year-olds are students, representing a population of over 2 million people who can be targeted by specific preventive initiatives through student socio-educational organizations.
