A landmark report that led to the creation of local missions.

In 1981, Bertrand Schwartz, in a report that remains relevant today, painted an alarming picture of the situation facing young people struggling to enter the workforce and made practical recommendations. The local missions were created in response to this assessment. However, in the face of the health and integration challenges faced by young people, the measures implemented since then have mostly taken the form of one-time assistance.
