2023 Work Plan. Santé publique France

As an expression of its scientific strategy, Santé publique France’s 2023 work program draws lessons from the health crisis regarding core public health missions by strengthening the agency’s continuum of actions—which integrates surveillance, knowledge, prevention, and intervention—to ensure that health policy is integrated into all policies and serves everyone, both in mainland France and in the overseas territories. It reinforces its scientific strategy and reflects the agency’s contribution to the development of an effective, sustainable, resilient, and efficient national public health system, placing prevention and health promotion at the heart of the challenges. It contributes to this by taking into account all health determinants—including social, economic, and environmental factors—and the burden of disease, within the framework of a science-based strategy. Its ambition is to strengthen the response through prevention and health promotion across all dimensions of health, within the framework of a territorialized approach that aims to integrate the living context of the populations to be served, up to the provision of expert and reference information for all. It also supports these challenges by consolidating its processes, cross-functional roles, and support systems. This national program is implemented by Santé publique France at the regional level; it enables action to be taken on social inequalities and strengthens the protection of the most vulnerable populations, as close as possible to where they live, in consultation with local stakeholders. This aims to develop and enrich the "Social Health Inequalities" component within the indicators of surveillance programs and the evaluations of actions carried out by the agency, as well as to develop specific approaches for vulnerable populations not covered by surveillance systems. From an infrastructure perspective, the agency places network coordination and the security of information systems at the heart of its strategy to ensure the coherence of real-time surveillance, data collection, and analysis systems in support of public decision-making. This 2023 program also relies on strengthened collaborations with public health research and the development of innovative programs. In particular, together with all its academic partners, it aims to develop a strategic agenda for applied research in population health. This agenda will aim both to generate knowledge on under-researched issues and to structure research communities in support of public decision-making. From an organizational perspective, the development of cross-cutting work programs on the One Health theme (" One Health”), on the development of psychosocial skills, mental health, perinatal care, or the impact of climate change on health, and the framework for monitoring extreme natural or industrial disasters, provides an integrated public health system that reflects our priorities as well as the involvement of all relevant partners. The lessons learned from the crisis have also underscored the need to simultaneously and comprehensively strengthen capacities for anticipation and foresight, as well as the sharing of knowledge regarding both health threats and the systems for planning, preparing for, and responding to these risks—particularly the response in support of the healthcare system. The year 2023 will see the consolidation of the national public health network, notably through scientific seminars (child abuse, psychosocial skills, evaluations of evidence-based PPS interventions, etc.), as well as the development of national and international partnerships through a cross-sectoral approach. The agency will also contribute to international efforts on core public health missions in its capacity as secretary of the Executive Board of the International Association of National Public Health Agencies (IANPHI), with a renewed mandate for the 2022–2025 period. In 2023, the agency will continue its strategy of openness and dialogue with society by placing health democracy at the heart of its work to enhance the openness of its activities to local and national civil society actors, health stakeholders, and the broader public, through a comprehensive approach ranging from surveillance to health promotion. Finally, the systematic public release of all epidemiological indicators produced by the agency—and upon which its expert assessments are based—demonstrates its commitment to transparency and the sharing of information with all decision-makers at every territorial level, professionals, and the general public. For Santé publique France, this is an essential aspect that helps build trust and foster everyone’s commitment to taking an active role in their own health. This strategy will be further strengthened in 2023, as will its educational initiatives, through its website, engagement with the media, events, and scientific publications, in order to provide and disseminate authoritative, scientifically sound information tailored to different audiences.
