Santé publique France is France’s national public health agency. A public institution under the authority of the Minister of Health, formed through the merger of several public institutions and established by Ordinance 2016-246 of April 15, 2016, the agency works to promote public health. As a scientific, advisory, and public health safety agency, its missions include:

  1. Epidemiological observation and surveillance of the population’s health status;
  2. Monitoring health risks threatening the population;
  3. Promoting health and reducing health risks;
  4. Developing prevention and health education;
  5. Preparation for and response to health threats, alerts, and crises;
  6. Issuing health alerts.

The agency is organized into 12 departments—some scientific, some cross-functional, and some providing operational support.

The agency’s strategic priorities and work program, established by its Board of Directors, are organized into three areas: Strengthening the capacity for anticipation and rapid response to health threats; Measuring and assessing the extent of diseases and risk factors to guide their prevention and control; Strengthening the health impact of all public policies and the prevention and promotion of health.

Department of Public Outreach and Support - Lille

Responsibilities

Reporting to the Director of the Department of Public Assistance and Outreach and her
Deputy, the head of the Lille division oversees all of the division’s activities, manages
its logistical and administrative operations, and leads a team
consisting of an assistant, full-time counselors, and part-time counselors. He or she contributes to
discussions on the department’s strategic priorities and projects.

Responsibilities

Oversee public assistance and information services:

  • Ensure the quality of consultations and the service provided to the public, in accordance with
    the code of ethics
  • Approve responses to questions from website users
  • Ensure the proper use of business tools
  • Manage activity schedules to ensure service continuity
  • Coordinate on-call duties distributed among the division managers for all four divisions
  • Contribute to discussions on areas for improvement and business
    development, and to the management of cross-functional projects within the department
  • Strengthen the division’s local presence through partnerships and targeted initiatives to
    promote remote assistance among professionals in the health and
    social services sectors
  • Represent the Agency in dealings with institutions and partners
  • Provide regular reports to management on all activities

Manage the division’s logistical and administrative operations in close collaboration with support departments:

  • Oversee the preparation of payroll data, track time off, and report
    part-time hours
  • Oversee site maintenance and logistics
  • Ensure the proper functioning of IT equipment and business tools
  • Manage the division’s budget and oversee the tracking of administrative and financial
    records related to the division’s activities
  • Serve as the liaison with support departments

Provide hands-on management of the team:

  • Motivate the team and support employees in their day-to-day activities
  • Ensure the smooth flow of information within a part-time
    team working variable and staggered shifts
  • Ensure compliance with business procedures and guidelines
  • Facilitate the use of shared workspaces
  • Monitor the work of database administrators and web editors
    in collaboration with the managers responsible for these activities
  • Ensure a positive work environment and employee motivation
  • Conduct regular check-ins and annual performance reviews with employees
  • Evaluate employees’ individual and team contributions and set
    work objectives for them
  • Ensure the development of individual and team skills
  • Implement the training plan: from identifying needs to organizing
    and facilitating national and division-wide training sessions
  • Lead recruitment and initial training initiatives
