Empowerment in Quebec: Promoting Youth Participation in Local Decision-Making

In the Charlevoix region of Quebec, various stakeholders—including institutional, municipal, and community actors—have launched a participatory action research project with young people to hear their aspirations and concerns regarding the region’s development. Being recognized as legitimate stakeholders is a first step in the empowerment process: when their analysis is taken into account, they feel “valuable to society.” Through a play that dramatized their concerns, they were able to open a dialogue with decision-makers and develop recommendations.
